Land Use and Resource Management Plan

Public Resources Code section 29760 requires the Commission to prepare and adopt a long-term resource management plan for land uses within the primary zone of the Delta. The Land Use and Resource Management Plan guides local land use decisions on projects in the areas of, agriculture, flood protection, Delta communities, natural resources, recreation, and utilities and infrastructure. General plans and projects in the five Delta counties must be consistent with the Plan and are subject to review by the Commission. The Commission also comments on projects in the Secondary Zone that have the potential to impact the Primary Zone. The Commission acts as an appeal body if a project in the Primary Zone is challenged as inconsistent with the Management Plan. If the appeal is upheld, the proposed project must be brought into conformity with the Management Plan before it can proceed.

The Commission has initiated an update to the Plan. Staff has been working with local land use planners, the Delta stakeholder community, and partner State agencies to develop a staff draft which is available for public review and comment.

Public Comment - 2019 Subcommittee Draft

The first subcommittee meeting is Wednesday, April 24, 2019, from 1:00-3:00 p.m.at the Sacramento County Board of Supervisors, 700 H Street, Suite 2450 (South Conference Room), Sacramento, CA 95814 (MAP).

Staff welcomes verbal and written comments on the staff draft at this meeting.

Public Comment - 2019 Staff Draft

The Delta Protection Advisory Committee (DPAC), which is comprised of 15 members from the Delta community who are appointed by the Commission to provide recommendations to the Commission, hosted a series of three public meetings to facilitate input.

Previous Meetings and Workshops

September 21, 2017, Delta Protection Commission Meeting
Staff initiated the update to the Land Use and Resource Management Plan with a presentation of the staff proposal and a request for a subcommittee to be appointed by the Commission. The report was received and the request was granted.


August 10, 2017 Delta Protection Advisory Committee Meeting

Staff and the DPAC discussed the proposed update and opportunities for future collaboration and input.

 

June 12, 2017 Workshop with local planners
Staff held a workshop with planners from the 5 Delta Counties and several Delta cities. An overview of the current Land Use and Resource Management Plan was given. Updates to local land use projects and plans in the Delta were discussed.

 

July 21, 2016 Delta Protection Commission Meeting
The Land Use and Resource Management Plan was discussed as an information item. Staff gave a report on why an update is necessary and a proposal to proceed.
