Agenda
1. Call to order and Flag Salute
Chair Diane Burgis called the meeting to order at 8:57 a.m.
2. Welcome & Roll Call
Commission Clerk Heather McClure called the roll. Present at roll call: Chair Burgis, Vice Chair John Vasquez, Commissioners Oscar Villegas, Patrick Hume, Anissa Williams, David Kent, Tom Slater, Jim Paroli, Josh Eddy (for Karen Ross), Brian Bugsch (for State lands Commission) and Gloria Sandoval (for Wade Crowfoot). Commissioners Sonny Dhaliwal, Dean Ruiz (for South Delta Reclamation District), Toks Omishakin, and ex officio Assemblymember Rhodesia Ransom and Senator Jerry McNerney were absent with no alternate present. At this time, a quorum was present.
It was noted that Commissioner Cameron Bregman arrived during the closed session at 9:37 a.m.
3. Public Comment – an opportunity for members of the public to address the Commission regarding items not on the agenda
Chair Burgis asked for public comment and there was one:
Matt Conover of Reclamation District (RD) 1002 stated that preexisting plans for habitat restoration are threatening to tip the balance against agriculture. He noted that projects by organizations such as the Nature Conservancy and the Department of Water Resources would lead to flooding in his district. For this reason, RD 1002 endorses the current agricultural economic analysis being conducted by DPC staff and encourages staff to survey landowners on potential economic losses to help quantify those impacts. He stated his RD will provide DPC staff with a list of contacts for this purpose.
Closed Session Agenda
4. The Delta Protection Commission will meet in closed session to consider candidates for the Executive Director position. This closed session is authorized by Government Code section 11126, subdivision (a)(1).
The Committee moved to closed session at 9:05 a.m. to discuss the items on its meeting agenda noticed for consideration in closed session. Counsel Jessica Tucker-Mohl and Erich WonSavage of CPS HR Consulting joined the Committee for the closed session. The closed session concluded at 12:22 p.m. Chair Burgis reported the Committee took no reportable action during the closed session.
A follow-up meeting was to be scheduled for August 18, 2025, to consider the appointment and salary of an Executive Director.

Chair Burgis adjourned the meeting at 12:30 p.m.
